To flip it around, I suspect that the reason we sometimes see databases/etc with datetime support is so they can perform in-process datetime calculations. In those cases, though, they would absolutely need to have an associated timezone in order to get the calculations correct.

I agree with your last paragraph, only I’d add that a second challenge is to carefully consider what timezone you truly want to use for formatting.
